Lisbon has the vision and ambition of becoming a sustainable, resilient, inclusive, climate-neutral city by 2030, reinforcing its leadership position in climate matters both at European level and globally.

 

After joining the Covenant of Mayors in 2009, Lisbon has been following a path that has included signing several commitments and targets on Climate and Energy matters, including the Paris Climate Agreement goals, joining the C40 Cities Climate Leadership Network, and approving the Action Plan for Sustainable Energy and Climate (PAESC), which later evolved into the 2030 Climate Action Plan (PAC2030), and now into the Lisbon Climate City Contract 2030.

 

In 2020 Lisbon was awarded with the European Green Capital Award, distinguishing the city's transformation to improve its urban environment and climate resilience. In the wake of this distinction, Lisbon created the “Lisbon Green Commitment,” namely by challenging civil society, Businesses, organizations, associations and institutions, both public and private, to join the city's climate agenda for this decade.

 

The 2030 Climate Action Plan (PAC2030), approved in 2022, was a strategic planning instrument for local climate action, with the aim of reducing greenhouse gas (GHG) emissions by 70% by 2030, compared to the reference year of 2002, plus the goal of achieving climate neutrality by 2050.

Alliance for Climate Leadership - Portuguese cities ECT activity

Portugal’s three Mission Cities—Guimarães, Lisboa, and Porto—face shared challenges in monitoring their progress on the Climate City Contracts (CCCs) implementation: the need for effective, real-time monitoring and the imperative need to act collectively to avoid fragmented efforts. Current tools lack the proceduralization and digital integration necessary to track and adjust climate actions efficiently, while emissions data often lags by two years. The A+CLASS project addresses these barriers by developing a innovative top-down and bottom-up monitoring platform that integrate public and private efforts. By enhancing governance capacity, stakeholder engagement, and data systems, the project enables faster policy adaptation, more efficient resource allocation, and broader societal participation in the race to climate neutrality. Lx Climate Lab - Lisbon's pilot activity

Lisbon has already cut emissions by over 40%, but reaching climate neutrality by 2030 requires stronger institutional and financial tools. The Lx Climate Lab provides this through three pillars: the citizen-facing Lisboa Clara Energy One-Stop-Shop, a Climate Action Fund, and a Climate Innovation Academy focused on renovation, energy poverty, and climate governance. In Year 1, Lisboa Clara became operational with dedicated staff and a hotline, the Climate Action Fund was fully designed, and the Academy shifted toward practical community engagement and energy poverty mapping. The project was presented to the Lisbon Municipal Council, and Lisboa E-Nova integrated the One-Stop-Shop with ADENE’s national energy platform, avoiding duplication and enabling wider scale.

Cities Mission Conference (DAY 1) - Policy Challenges Exchange

This session aims to focus on the urban climate action initiatives that require collective policy action. Mission Cities Stockholm share local climate action initiatives that, to be effective, need policy coordination at the European level. Copenhagen  Lisbon Helsinki Oslo Paris Through a world café format, participants discuss policy needs, implementation challenges, and desired outcomes in groups using these climate action initiatives as examples.

The Green Participatory Budget: Lisbon, PORTUGAL

The city of Lisbon launched The Lisbon Climate Citizen Commitment, a local government-led initiative that put together climate projects into its Participatory Budget via a “Green Seal”. The Green Seal was a platform that made Lisbon’s Commitment for Resilience to Climate Change material and attracted new private funding sources. PROSPECT+ fosters capacity building in regional and local authorities in order to finance and implement effective and efficient sustainable energy plans, including their proper monitoring and verification. https://www.h2020prospect.eu

Lisbon - Green participatory budget

Lisbon is an internationally acknowledged leader in participatory budgeting. The city implemented this process at a municipal scale since 2008. This allows residents to have the power to decide how a part of the municipal budget is spent by submitting and voting on project proposals.
