Portugal’s three Mission Cities—Guimarães, Lisboa, and Porto—face shared challenges in monitoring their progress on the Climate City Contracts (CCCs) implementation: the need for effective, real-time monitoring and the imperative need to act collectively to avoid fragmented efforts. Current tools lack the proceduralization and digital integration necessary to track and adjust climate actions efficiently, while emissions data often lags by two years. The A+CLASS project addresses these barriers by developing a innovative top-down and bottom-up monitoring platform that integrate public and private efforts. By enhancing governance capacity, stakeholder engagement, and data systems, the project enables faster policy adaptation, more efficient resource allocation, and broader societal participation in the race to climate neutrality.
