Ljubljana, the vibrant capital of Slovenia, has embarked on an ambitious journey to become a pioneer in climate policy not only regionally, but across Europe. This commitment is testament to the city's dedication to sustainable development and reflects a deep-rooted awareness of environmental responsibility and a proactive approach to tackling global climate challenges.

 

Ljubljana was recognised as the European Green Capital 2016 for its remarkable progress in improving the quality of urban life and its visionary approach to environmental protection. This honour, awarded by the European Commission, puts Ljubljana at the forefront of European cities actively tackling climate change. The city's involvement in climate policy is an essential aspect of its identity and demonstrates its commitment to sustainable practices and innovative solutions. Achieving climate neutrality by 2030 is an ambitious goal that requires a multi-faceted approach.

 

The city itself plays a central role by taking the lead through strategic planning, policy implementation and the promotion of a culture of sustainability. The city's transition team, including the city administration and public enterprises and institutions, is an integral part of achieving the climate goals and contributes significantly to the reduction of greenhouse gas emissions. The citizens of Ljubljana are also important actors on this journey. Their involvement in sustainable practices, be it by using public transport, supporting local green initiatives, or adopting energy-efficient habits, is essential to the success of the city's climate goals.

Ljubljana is pushing beyond sectoral silos to foster a more integrated, participatory approach to climate neutrality. The SHIFT project bridges stakeholder engagement through circular economy and green infrastructure building a strong cross-departmental collaboration. It addresses gaps in data, citizen participation, and municipal coordination by expanding the program of the well-established Ljubljana Innovation hub to a Mobile unit by utilizing real-time behavioural science approaches. This initiative aims to create a replicable engagement model that empowers citizens and city departments alike to co-lead the urban transformation. Urban Pioneers: Systemic Change Amid Livable Environments - Slovenian cities pilot activity

Three Slovenian cities piloted different approaches to systemic change through data-driven solutions and citizen participation. Kranj focused on sustainable mobility, optimising transport flows and deploying Slovenia's first Mobility-as-a-Service application. Ljubljana integrated excess heat into its district heating system while building an innovation hub for energy retrofit awareness. Velenje tackled data fragmentation through community-driven data collection and new governance models. Together, they demonstrated how digital tools, innovation ecosystems, and citizen participation can be woven into broader climate strategies. Cities involved: Kranj, Ljubljana, Velenie

Ljubljana's energy retrofit with private partners

Ljubljana has initiated a PPP through energy performance contracting, within which the majority of building stock, owned by the city is being deeply energy retrofitted and, where possible, renewable energy sources are being introduced to reduce greenhouse gas emissions.

Applause

Applause is a project led by the city of Ljubljana, Slovenia aiming to find solutions to invasive alien plant species (IAPS) in cities. Ljubljana is applying a zero-waste and circular economy principle to deal with these harmful plant species. Ljubljana is moving from a linear model for managing IAPS to a circular one that is valuable for the entire ecosystem. This process involves six steps: plant identification, biomass harvest, processing & storage, value recovery, final production, and new products & services to market. Through a variety of educational and awareness-raising actions, citizens are encouraged to participate in different stages of the Applause circular model. To do so, Ljubljana implements a participatory model that adapts to the needs and interests of different target groups.
