Overview of Action Plans submitted by Twin cities (Cohort 2 and 3, 2024-2026)

Over the period 2024-2026, the second and third cohorts of the Twinning Learning Programme (TLP) brought together 90 cities in a nearly two-year learning journey, pairing Pilot cities (Mission cities implementing innovative climate actions with support from the European Commission) with Twin cities eager to learn from these experiences and adapt them to their own contexts. Across the two cohorts, 120 mutual site visits were organised alongside workshops, reflection sessions and co-development activities, giving cities the time and space to move from initial inspiration to a deeper, practice-based understanding of how solutions actually work.

This booklet documents the Action Plans developed voluntarily by 39 Twin cities following sustained exchange with their Pilot city partners. The Action Plans show that replication is not about reproducing a solution unchanged: cities have translated what they learned into locally owned plans reflecting their own priorities, resources and capacities, spanning areas from Built Environment, Energy Systems and Mobility to Finance, Governance, Technology, Nature and Citizen Participation.

Together, Cohorts 2 and 3 confirm the potential of the Twinning Learning Programme to extend the reach of the EU Cities Mission beyond Mission cities, turning peer exchange into concrete, locally owned pathways towards climate neutrality.
