Building Participatory Governance Model and Capacity for Climate Action - Liberec ECT activity

Liberec is at an early stage in its climate transition and is taking a significant step forward by building an institutional foundation for participatory climate governance. The city faces multiple challenges, including low internal capacity, limited stakeholder engagement, and weak public awareness around climate issues. To address these, the project establishes a systemic participatory governance model supported by trained coordinators and embedded municipal processes. Through targeted education, collaboration with businesses, and inclusive engagement with citizens—especially youth and vulnerable groups— Liberec aims to co-create a shared vision of climate neutrality, improve decision-making, and catalyze lasting change within and beyond the municipality.
