Financing Carbon Capture, Utilization and Storage (CCUS) - The Swedish Example
This report provides an overview of the development, financing and commercialization of CCUS in Sweden. It highlights the progress of 73 CCUS-related initiatives between 2009 and 2025, while showing that most remain at the R&D, feasibility or pilot stage. The report identifies high costs, uncertain revenue streams, limited commercial readiness and financing gaps as key barriers to large-scale deployment. It also discusses the role of public funding, technology choices and emerging business models, with Stockholm Exergi’s BECCS project presented as a leading example of a bankable CCUS model. Overall, the report shows that stronger policy support, predictable revenues and blended finance mechanisms are essential for scaling CCUS in Sweden’s hard-to-abate sectors.
