UPPER: Behaviour-change oriented mechanisms to promote the use of public transport

This report gives an overview of the activities performed within the UPPER project, focused on fostering a mobility behavioural change, in favour of Public Transport (PT). Behavioural change is a complex concept covering different aspects, as its main objective is to facilitate a mindset change among citizens that provokes a progressive abandonment of a mobility culture based on private transport mode, towards a mobility culture based on mobility as a service (MaaS), shared mobility and PT.

In the context of the UPPER project, aiming to increase the uptake of PT, and in order to facilitate a behavioural change, at least four action lines need to be addressed:

  • Information to raise awareness on the environmental impact of individual mobility behaviour, and on the alternatives to the use of a private transport mode.
  • To incentivise the use of PT.
  • To improve PT offer and quality, converting this resource in a real mobility alternative for citizens.
  • To develop tools increasing citizens’ control on their mobility options, which includes the development of channels to foster their participation in transport’s decision making (participative governance).

UPPER Project Hackathon in Mannheim

In the framework of the UPPER project we held a series of Hackathons asking innovators and entrepreneurs to come up with solutions to mobility challenges raised by the cities.

Seamless Journeys: Unlocking the Future of Multimodal Travel

In an era of climate urgency and urban transformation, the future of mobility lies in smarter, more connected transport systems. Multimodal travel – combining different transport modes into one seamless journey – plays a pivotal role in reducing emissions, enhancing user experience, and optimizing energy use. As part of the EU’s broader goals under the European Green Deal, Sustainable and Smart Mobility Strategy, and the Mission on Climate-Neutral and Smart Cities, the SPINE and UPPER projects are joining forces to lead the way towards seamless, integrated mobility.

This online workshop showcases how Spine's Antwerp, Heraklion, and Upper Hannover, and Thessaloniki are designing and implementing multimodal solutions to enable smooth, sustainable, and user-centric travel experiences. Get inspired by their stories, lessons learned, and innovative practices that aim to make every journey as simple and efficient as possible by the implementation of a multimodal journey planner, real-time, personalised, and incentivised mobility assistant, promoting intermodality and Mobility-as-a-Service through user-friendly travel information systems or multimodal hubs.
