This deliverable D2.5 presents a concise view of what cities require for reporting GHG emissions
towards their climate neutrality goals within NetZeroCities. The report outlines the definition of climate neutrality under the mission, what information falls under each category and how cities can move towards a comprehensive GHG inventory accounting for their scope 1, 2, and 3 emissions. Along with D2.6, D2.7 and D2.8, D2.5 presents a set of indicators that the cities can use within the Monitoring, Evaluation and Learning (MEL) framework developed in D2.4.1 and D2.4.2.
