This programme, implemented by the World Bank, aims to strengthen the capacity of local governments in South-East Europe. It has helped finance a number of products and activities, including:

  • seven City to City Dialogues in the region on Municipal Finances, Urban Planning and Land;
  • the customization and application of Local Governments Self-Assessments tools (MFSA, UPSA, Urban Audits)
  • the development of an E-course on Municipal Finances

Under this initiative, participating municipalities were invited to engage, on a voluntary basis, in a process of self-assessment using the Municipal Finances Self-Assessment (MFSA) methodology.
