The urgency to accelerate emission reduction processes has led to increase the level of ambition in terms of decarbonisation targets and shorten the timeframe for achieving carbon neutrality. In this context, Zaragoza's goal is to achieve climate neutrality by the end of this decade. The city has defined a target of 80% emission reductions by 2030 (compared to its business-as-usual expected progression) in the main sectors that will lead to a systemic transformation of the city. Natural sinks such as urban forests or renaturalization of spaces will offset the remaining residual emissions. 

 

 

Zaragoza has analysed the current state of play regarding the city's emissions and has identified three priority pillars for action, around which the systemic changes and strategic interventions that need to be addressed in order to reach the goal of climate neutrality by 2030 are articulated. These three priority pillars are as follows: 1. sustainable and intelligent mobility 2. renaturalisation and circular economy 3. energy and efficiency

Enabling Massive Change for Climate-Neutral Cities - Spanish cities ECT activity

Spanish Mission Cities must rapidly scale up deep energy renovation to meet 2030 climate targets. However, progress is hindered by fragmented efforts, regulatory complexity, limited financing, and governance misalignment. Building on the URBANEW pilot, this project unites six cities to co-develop integrated, city-wide missions that align local, regional, and national actors. By embedding social inclusion into urban regeneration, the project aims to mainstream large-scale building decarbonisation, foster citizen co-creation, and generate replicable models for systemic transformation across Europe. Multi-stakeholder Solutions for Urban Innovative & Systemic Regeneration: Spanish cities pilot activity

Seven Spanish cities worked together to accelerate urban regeneration through inclusive retrofitting, energy innovation, and citizen participation. URBANEW focused on co-designing renovation strategies with residents, promoting bio-based construction, supporting vulnerable groups, and building local capacity. By aligning regulatory, financial, and social levers, the consortium created models for deep decarbonisation of the built environment designed for Southern European conditions. Cities involved: Barcelona, Madrid, Seville, Valencia, Vitoria-Gasteix, Valladolid, Zaragoza.

City-driven Monitoring, Evaluation and Learning (MEL)

This report examines how city-driven monitoring, evaluation and learning (MEL) is being developed and used as a governance mechanism in six Mission-labelled cities: Stockholm, Zaragoza, Cork, Münster, Bergamo and Turin. The cases show that MEL is no longer functioning only as a technical reporting requirement or an accountability tool for external institutions. Instead, it is increasingly being used by cities to steer climate-neutrality transitions, connect emissions trajectories to implementation portfolios, inform investment and budgeting decisions, and support learning across municipal departments, stakeholders and partners. Together, the six cases show that city-driven MEL is emerging as an essential component of mission-oriented urban climate governance. Its value lies not only in measuring progress towards climate neutrality, but in helping cities organise learning, coordinate actors, prioritise actions, mobilise investment and adapt implementation pathways. For the wider Cities Mission, this points to the need for continued support to strengthen MEL capacities, improve access to high-quality and disaggregated data, develop proportionate methods for co-benefit and distributional indicators, and align local MEL systems with national and European governance frameworks. As cities move further into implementation, MEL will be increasingly important for understanding not only whether progress is being made, but how climate-neutrality transitions can be governed, adjusted and accelerated in practice.

Zaragoza case studies - Intelligent Cities Challenge

The Intelligent Cities Challenge (ICC) is a European Commission initiative bringing together 136 cities to achieve intelligent, socially responsible and sustainable growth through advanced technologies. National Platforms to Transform Cities Using Collective Experimentation and Scale: The Case of Sweden and Spain

With the overarching need for deep urban transformations worldwide, national platforms for cities have been emerging over the past few years in several European countries as a useful framework to support and unify the work that cities have been doing individually. In particular, Sweden and Spain have been two of the first countries where a National Cities Mission Platform has emerged, namely Viable Cities and citiES 2030. This chapter explores the emergence of these convening and intermediary vehicles, the key enablers that allowed its formation, and the rationale that consolidates it. It also delves into the distinctive value proposition of these platforms and their role in reinforcing multi-level and multi-stakeholder collaborations, facing silos in a national context, promoting cross-city stable interactions, aligning national and European initiatives toward the Cities Mission, and co-creating and consolidating the “next practices” of climate urban transitions.

Zaragoza: towards climate neutrality - NEUTRALPATH city profile

NEUTRALPATH has produced a series of case studies to showcase the ambitious goals set by cities to achieve climate neutrality and provide a more sustainable future for their citizens. At the local level, Positive and Clean Energy Districts (PCEDs) are playing a key role in the energy transition and contributing to the achievement of the zero emissions targets.

Spain's Pilot Activity: URBANEW: Multi-stakeholder innovative and systemic solutions for urban regeneration Spain - NetZeroCities

Seven Spanish cities will develop a pilot programme to promote a systemic transformation and ensure that the residential, commercial, public and private building sectors reduce their carbon footprint and become energy efficient. To this end, the cities will mobilise their stakeholders and jointly promote actions to encourage energy rehabilitation and the substitution of construction materials, encouraging the use of local raw materials with a low carbon footprint and promoting the deployment of renewable energies under self-consumption models and energy communities. The planned activities will be tested in seven cities simultaneously, in several climatic and socio-economical contexts. Lessons learned will allow to obtain a complete vision of this pilot, with a deep diagnosis to better understand the barriers and levers to decarbonise the built environment and integrate renewable energies.
