Uppsala is one of Sweden’s fastest-growing cities, located just north of Stockholm and known for its strong academic tradition, vibrant population and close connection to nature. The city has a cold climate with long winters and mild summers, but like many northern cities, it is already experiencing the effects of climate change through rising temperatures, changing precipitation patterns and increased pressure on infrastructure and ecosystems.

Uppsala launched Scale-Up to accelerate its transition toward climate neutrality, recognising that its current trajectory falls far short of the 1.5- degree pathway. Despite being regarded as one of Europe's leading mid- sized sustainable cities, Uppsala must increase the pace of action at least fivefold to reach its 2030 targets. The pilot embedded climate governance directly into municipal financial planning through a carbon budget and investment plan, while advancing circular economy practices in construction.
