The Città di Torino is firmly committed to transitioning towards a sustainable and resilient future. This commitment is underpinned by a dedicated and coherent political agenda, which has already yielded a range of impactful actions. The programs and projects stemming from this agenda form the foundation of the Climate City Contract outlined in the accompanying Action Plan and Investment Plan documents.

 

The ultimate goal is to transform the city into a more accessible, circular, and green urban environment. This vision of a sustainable and resilient city is realized through a diverse array of activities, including emissions mitigation and climate change adaptation, among others. The dedicated webpage “Torino Vivibile”1 serves as a permanent link with citizens and other stakeholders, providing access to Torino’s “Piano di Resilienza Climatica” (Climate Resilience Plan) and updated information on all relevant thematic areas, whether directly related to climate or broader environmental issues.

Let'sGOv GOverning the Transition through Pilot Actions in Italian cities

Nine Italian cities united to tackle what they identified as the central bottleneck in urban decarbonisation: fragmented governance. Rather than running nine separate pilots, Let'sGOv created a shared framework for testing new collaboration models, stakeholder engagement approaches, and financial innovations across the 9 Italian Mission cities, supported by three scientific partners. The results included a toolkit of tested solutions to overcome local barriers and an improved capacity to engage as a network of cities in multilevel dialogue with national stakeholders.   Featured cities: Bergamo, Bologna, Rome, Turin, Florence, Milan, Padua,

City-driven Monitoring, Evaluation and Learning (MEL)

This report examines how city-driven monitoring, evaluation and learning (MEL) is being developed and used as a governance mechanism in six Mission-labelled cities: Stockholm, Zaragoza, Cork, Münster, Bergamo and Turin. The cases show that MEL is no longer functioning only as a technical reporting requirement or an accountability tool for external institutions. Instead, it is increasingly being used by cities to steer climate-neutrality transitions, connect emissions trajectories to implementation portfolios, inform investment and budgeting decisions, and support learning across municipal departments, stakeholders and partners. Together, the six cases show that city-driven MEL is emerging as an essential component of mission-oriented urban climate governance. Its value lies not only in measuring progress towards climate neutrality, but in helping cities organise learning, coordinate actors, prioritise actions, mobilise investment and adapt implementation pathways. For the wider Cities Mission, this points to the need for continued support to strengthen MEL capacities, improve access to high-quality and disaggregated data, develop proportionate methods for co-benefit and distributional indicators, and align local MEL systems with national and European governance frameworks. As cities move further into implementation, MEL will be increasingly important for understanding not only whether progress is being made, but how climate-neutrality transitions can be governed, adjusted and accelerated in practice.

Multi-city One-Stop-Shop for energy renovation in Italian Mission Cities

The Italian Mission Cities – Padova, Bologna, Bergamo, Florence, Milan, Parma, Prato, Rome, and Turin – face a shared challenge: accelerating building energy renovation while engaging citizens and stakeholders in the transition to climate neutrality by 2030. To address this, RENAEL and four local energy agencies conducted a feasibility study for a Multi-City One-Stop-Shop (OSS) that would support cities in delivering integrated services for energy renovation. This project was supported by funding from the EU Cities Mission, provided through the City Expert Support Facility (CESF) of NetZeroCities.

Il CCC di Torino - Governance interna: Mandato, Transition Team e la collaborazione trasversale (Evento NZC-ANCI 25-02-2026 Roma)

Contributo del Comune di Torino all'evento "Città e Comuni per la Transizione Energetica e Climatica", organizzato nell'ambito di NetZeroCities presso la sede di ANCI a Roma il 25 febbraio 2026. L'evento ha riunito le 9 città italiane della Missione UE "100 città intelligenti e a impatto climatico zero entro il 2030" e un più ampio numero di comuni italiani impegnati nella transizione energetica e climatica.

The Role of Philanthropy in Turin’s Urban Climate Transition

This case study examines the contribution of Fondazione Compagnia di San Paolo to Turin’s pathway toward climate neutrality through two complementary initiatives: the CLICC project and the TPL Carbon Free Innovation Center. Together, these initiatives illustrate how philanthropy can operate both as a builder of systemic urban capacities and as an accelerator of sector-specific innovation. Rather than acting solely as a source of funding, the foundation plays a strategic role in strengthening governance, enabling experimentation and fostering collaboration across institutional and sectoral boundaries. Through CLICC, the foundation supports the development of analytical infrastructure that enhances the city’s capacity to design, assess and monitor climate and energy policies using data-driven tools. In parallel, the TPL Carbon Free Innovation Center focuses on the decarbonisation of public transport, translating climate ambition into operational projects and applied research.

Torino Social Innovation

Launched in 2012 by the Municipality of Turin, Torino Social Innovation fosters social innovation and entrepreneurship by bringing together over 40 public and private organisations to support sustainable business projects addressing societal needs in education, sustainability, employment, mobility, health, and inclusion. TSI is the first attempt to adopt a territorial and systemic approach to developing social innovation policies in Italy.
