The Città di Torino is firmly committed to transitioning towards a sustainable and resilient future. This commitment is underpinned by a dedicated and coherent political agenda, which has already yielded a range of impactful actions. The programs and projects stemming from this agenda form the foundation of the Climate City Contract outlined in the accompanying Action Plan and Investment Plan documents.

 

The ultimate goal is to transform the city into a more accessible, circular, and green urban environment. This vision of a sustainable and resilient city is realized through a diverse array of activities, including emissions mitigation and climate change adaptation, among others. The dedicated webpage “Torino Vivibile”1 serves as a permanent link with citizens and other stakeholders, providing access to Torino’s “Piano di Resilienza Climatica” (Climate Resilience Plan) and updated information on all relevant thematic areas, whether directly related to climate or broader environmental issues.

Torino Social Innovation

Launched in 2012 by the Municipality of Turin, Torino Social Innovation fosters social innovation and entrepreneurship by bringing together over 40 public and private organisations to support sustainable business projects addressing societal needs in education, sustainability, employment, mobility, health, and inclusion. TSI is the first attempt to adopt a territorial and systemic approach to developing social innovation policies in Italy.

The Role of Philanthropy in Turin’s Urban Climate Transition

This case study examines the contribution of Fondazione Compagnia di San Paolo to Turin’s pathway toward climate neutrality through two complementary initiatives: the CLICC project and the TPL Carbon Free Innovation Center. Together, these initiatives illustrate how philanthropy can operate both as a builder of systemic urban capacities and as an accelerator of sector-specific innovation. Rather than acting solely as a source of funding, the foundation plays a strategic role in strengthening governance, enabling experimentation and fostering collaboration across institutional and sectoral boundaries. Through CLICC, the foundation supports the development of analytical infrastructure that enhances the city’s capacity to design, assess and monitor climate and energy policies using data-driven tools. In parallel, the TPL Carbon Free Innovation Center focuses on the decarbonisation of public transport, translating climate ambition into operational projects and applied research.
