The City of Trondheim is the third largest city in Norway and the regional centre of Mid-Norway. Its administrative territories cover 528 square kilometres. The population size in 2024 is 215,121. The city was founded in 997 and has over 1000 years of history. And at the same time, Trondheim has the reputation of being the technological capital of Norway as the city hosts the headquarters of the Norwegian University of Science and Technology (NTNU) and SINTEF, one of Europe's largest research institutes.

 

Greater Trondheim is an incubator for good ideas. There are 37,000 students, 5,000 researchers/academics and a Nobel Prize for medicine. Nowhere else in Norway does society invest more per capita in research and new knowledge. Trondheimsløftet, the municipal master plan for 2020-2032 - the societal section, was adopted by the City Council in November 2022. It is difficult to translate “Trondheimsløftet” directly into English because "løftet" has two meanings in Norwegian, both equally important to the cause. Firstly, the word means "to lift" or "to elevate" the city to a higher level". Secondly it is also "a promise", “an agreement” that we and our inhabitants must work together to achieve the goals in the plan.

Empowered Governance - Stavanger and Trondheim ECT activity

Stavanger and Trondheim are leveraging their experience in citizen engagement and cross-sector collaboration to co-create a new governance model for climate neutrality. While both cities are active in the EU Mission, fragmented structures and institutional inertia pose challenges. This project will develop a science-based, stakeholder-driven framework for governance, including portfolio pilots and national learning loops, to make climate governance more inclusive, responsive, and replicable across Europe. Objectives: Co-create science-based governance models together with the University of Stavanger and DOGA Pilot just transition portfolios in each city Engage communities and businesses in decision-making Build skills and capacity for systemic transformation Share knowledge through national and EU channels ECT = Enabling City Transformation

CCWaSte4NetZero - Trondheim pilot activity

Trondheim's pilot addresses one of the city's most critical emissions sources — the waste-to-energy (WtE) plant that accounts for nearly 25% of direct GHG emissions while providing essential urban infrastructure for both waste management and energy supply. CCWaSte4NetZero advances carbon capture and storage (CCS) solutions for this facility, recognising that WtE CCS requires all levers of change: technological, financial, political, and social interventions. The project operates as a quadruple-helix partnership: Lunera Energi AS (Statkraft Varme AS before 1 Dec 2025) (the plant owner who takes final investment decisions), Trondheim Municipality (responsible for climate policymaking), and SINTEF (providing insight on CCS technology and project development across Europe).
