Since the 1990s, Stockholm has worked to decrease its climate impact. District heating, energy efficiency measures, and incentives to walk, cycle, and use public transport etc. have contributed to the achievement of relatively low emissions. With the current budget, Stockholm aims for net zero by 2030. The road towards this goal is described in this 2030 Climate Neutrality Action Plan.

 

The work process builds on the climate governance structure already in place. In fact, the environment and climate goals and actions have been fully integrated in the City’s management system for the past two decades, and the mandate to prioritise the climate goals is strong. To move faster forward, the City has started to use the NetZeroCities and the Viable Cities transition model to inform the governance structure. Recent development work includes the co-creation of portfolios of actions, and climate investment plans. The transition is truly systemic in nature, and this insight will permeate the work process towards climate neutrality,

Stockholm Pilot City for Climate & Health: Building Capacity to Scale

SCALE Stockholm uses neighbourhood-scale "Transition Arenas" where civil society organisations and businesses co-create pilot projects for climate mitigation and improved health. The methodology is genuinely bottom-up: the project maps local conditions, engages communities on their own terms, and supports stakeholder- initiated actions — by design, the specific pilot projects were unknown at the outset. Year 1 established four Transition Arenas in Järva, Hammarby Sjöstad/Norra Djurgårdsstaden, Årsta-Enskede-Vantör, and Södermalm/Innerstaden, each themed around local priorities including urban cultivation, energy efficiency, sustainable food, circularity, and sustainable mobility. A major public gathering ("Kraftsamling") brought together 100 participants from 35 organisations, generating 48 ideas. Follow-up gatherings developed these into 25 supported pilot projects. Two districts withdrew during the year, but the design proved resilient. Stockholm's Climate Action Plan, adopted December 2024, directly incorporates the SCALE approach, ensuring the methodology continues beyond the pilot period.

City-driven Monitoring, Evaluation and Learning (MEL)

This report examines how city-driven monitoring, evaluation and learning (MEL) is being developed and used as a governance mechanism in six Mission-labelled cities: Stockholm, Zaragoza, Cork, Münster, Bergamo and Turin. The cases show that MEL is no longer functioning only as a technical reporting requirement or an accountability tool for external institutions. Instead, it is increasingly being used by cities to steer climate-neutrality transitions, connect emissions trajectories to implementation portfolios, inform investment and budgeting decisions, and support learning across municipal departments, stakeholders and partners. Together, the six cases show that city-driven MEL is emerging as an essential component of mission-oriented urban climate governance. Its value lies not only in measuring progress towards climate neutrality, but in helping cities organise learning, coordinate actors, prioritise actions, mobilise investment and adapt implementation pathways. For the wider Cities Mission, this points to the need for continued support to strengthen MEL capacities, improve access to high-quality and disaggregated data, develop proportionate methods for co-benefit and distributional indicators, and align local MEL systems with national and European governance frameworks. As cities move further into implementation, MEL will be increasingly important for understanding not only whether progress is being made, but how climate-neutrality transitions can be governed, adjusted and accelerated in practice.

Improving energy performance of buildings in Stockholm

To support its goal of being fossil free by 2040, Stockholm aims to reduce GHG emissions from energy for heating/cooling buildings, electricity and gas use and transport to 2.2 tonnes CO2e per capita by 2020.

Pop-up Återbruk in Stockholm

Pop-up Återbruk is a temporary reciclying service provided by Stockholm Vatten och Avfall. From April to November, two metal sheet containers move around all neighbourhoods of Stockholm offering two main services: the collection of small objects to recycle and a second hand shop where citizens can buy things collected on the same containers
