The priority of Rome’s commitment to climate is due to the crisis acceleration and the increasing devastating social and environmental consequences worldwide, as well as in the willingness to make the climate a transversal key for urban policy innovation to tackle the challenges that the city is called to face.

Participation in the EU Mission Climate neutral and smart cities represents a great opportunity to effectively programme choices in the direction of an ambitious city trajectory towards climate neutrality and make it a shared goal for all city actors. The city's two key words in its ongoing climate work are vision and concreteness. Two new instruments defining the city's climate action priorities - the Climate City Contract, as far as mitigation is concerned, and the Roma Capitale Climate Adaptation Strategy - identify the actions already underway and those to be undertaken, as well as the barriers to be overcome and the opportunities that can be created. Hence, the most effective solutions to help families and businesses reduce their energy expenditure thanks to competitive and accessible alternatives for all citizens.

The aim is to transform Rome into an energy transition laboratory where, thanks to the projects spread throughout the city, the city meets the challenges of liveability, strengthening industrial innovation and local economy, reducing inequalities and improving urban regeneration, creating new cultural activities and opportunities for all.

Sustainable Districts in Climate Change Scenario - Italian cities ECT activity

NZD reimagines how productive districts manage energy and water under the pressures of climate change. These districts—often overlooked in urban sustainability planning—are reframed as strategic sites for climate action. The project pilots integrated approaches to energy efficiency, renewable energy deployment, and water reuse, tailored to the unique needs of industrial and service districts. By introducing ISO-aligned energy management systems and co-designed interventions, NZD addresses fragmented resource governance and builds resilience to extreme climate events. The initiative aims to create a replicable framework for district-level sustainability and systemic innovation. Objectives Enhance energy and water efficiency in productive districts Deploy integrated management systems for energy and water Develop ISO 50001-aligned energy guidelines at district level Strengthen stakeholder and citizen engagement Facilitate replication and scalability of successful practices Cities involved: Prato, Rome, Bergamo, Parma ECT = Enabling City Transformation

Let'sGOv GOverning the Transition through Pilot Actions in Italian cities

Nine Italian cities united to tackle what they identified as the central bottleneck in urban decarbonisation: fragmented governance. Rather than running nine separate pilots, Let'sGOv created a shared framework for testing new collaboration models, stakeholder engagement approaches, and financial innovations across the 9 Italian Mission cities, supported by three scientific partners. The results included a toolkit of tested solutions to overcome local barriers and an improved capacity to engage as a network of cities in multilevel dialogue with national stakeholders.   Featured cities: Bergamo, Bologna, Rome, Turin, Florence, Milan, Padua,

Multi-city One-Stop-Shop for energy renovation in Italian Mission Cities

The Italian Mission Cities – Padova, Bologna, Bergamo, Florence, Milan, Parma, Prato, Rome, and Turin – face a shared challenge: accelerating building energy renovation while engaging citizens and stakeholders in the transition to climate neutrality by 2030. To address this, RENAEL and four local energy agencies conducted a feasibility study for a Multi-City One-Stop-Shop (OSS) that would support cities in delivering integrated services for energy renovation. This project was supported by funding from the EU Cities Mission, provided through the City Expert Support Facility (CESF) of NetZeroCities.

EU Policy Labs Session #4 – Enabling Energy Communities

This Policy Lab opens a space for exploring different policy scenarios and strategies to tackle city-level challenges in the field of Energy Communities at EU level.   Antwerp, Guimarães and Rome will be the challenge owners, presenting their case studies to the other mission cities, namely :   Antwerp: How can the EU ensure that local authorities can become pioneers in more equitable energy redistribution? Guimarães: How can Guimarães effectively introduce the consumption of renewable energy in buildings located in World Heritage areas? Rome: How can Rome support energy communities that involve NGOs on social projects and tackle energy poverty?
