Rivne is a city in north-western Ukraine, located in a region of forests, rivers and agricultural landscapes. The city has a continental climate, with cold winters, warm summers and increasing exposure to extreme weather events, including heatwaves, heavy rainfall and flooding. Like many Ukrainian cities, Rivne is also facing the broader pressures of energy security, infrastructure resilience and long-term recovery.

Climate action in Rivne is closely connected to improving urban resilience and modernising essential systems. Reducing energy consumption, upgrading public infrastructure and strengthening local energy independence have become increasingly important priorities, particularly in the context of current geopolitical and economic challenges.

The city is working to improve energy efficiency in buildings and public services, expand sustainable mobility options and modernise heating and utility systems. Green spaces, water management and environmental quality are also important areas of focus, helping the city respond to both climate impacts and everyday urban needs.

Rivne’s approach combines practical local action with long-term transformation. Through cooperation with public institutions, local stakeholders and international partners, the city is building capacity for a more resilient, sustainable and climate-neutral future while supporting the wellbeing and stability of its communities.

Creating NetZero Vision for Rivne - pilot activity

Building on a decade of energy savings and planning, Rivne created a coherent and actionable vision for climate neutrality. The pilot addressed gaps in data integration, scenario modelling, and local capacity— consolidating energy and emissions data into a central platform, training professionals, and engaging stakeholders in strategic planning to lay the foundation for data-driven decarbonisation despite limited resources.

Municipal Energy Passport

Rivne has developed a Municipal Energy Passport (MEP), a digital platform for monitoring, managing, and analysing energy consumption across municipal infrastructure. The solution addresses key structural barriers to decarbonisation: outdated and incomplete energy data, lack of system-wide monitoring, and limited long-term planning capacity. Following a successful pilot in 188 public buildings, the system is expanding to cover housing, transport, waste, and industry, offering a broader view of the city’s emissions and decarbonisation potential.
