Nantes Métropole is a French metropolis in the loire-Atlantique département and Pays de la loire region. It was home to 672,420 inhabitants in 2020. Nantes Métropole is one of France's most dynamic metropolitan areas. Indeed, Nantes Métropole's territory has experienced strong demographic growth in recent years.

 

The population grew by 21% between 1999 and 2020, with year acceleration in the last decade. Between 2014 and 2020, more than 8,500 people will have moved into the area each year. Welcoming this new population requires appropriate planning in terms of housing, social, cultural and educational facilities, as well as infrastructure and economic activity. This planning is a major challenge for maintaining quality of life and preserving the region's environmental conditions, in short, it is crucial if the Metropolis is to achieve carbon neutrality by 2030.

From the triangle of INaction To the wheel of ACTion - Nantes and Turku ECT activity

INTACT addresses a key barrier to climate action: mutual blame and inaction between citizens, businesses, and government. By reframing this “triangle of inaction, ” Nantes and Turku aim to build trust and shared ownership of climate solutions. Through education, co-creation, and targeted engagement of youth, businesses, and civil servants, the pilot fosters cross-sectoral collaboration and civic empowerment. The result is a dynamic ecosystem for transformation, rooted in mutual accountability. Objectives Mobilize businesses, citizens, and administration around climate goals Raise awareness and build climate literacy Support youth-led and business-led initiatives Build inter-actor trust and shared responsibility Create replicable models for collaborative action ECT = Enabling City Transformation

Together Towards Climate Neutrality - Nantes pilot activity

Nantes Métropole launched a citizen-centred pilot aiming to scale up lifestyle change by engaging 1,000 households annually in individual and collective challenges—spanning energy, mobility, food, consumption, and digital habits. Supported by workshops, local networks, and a dedicated "Déclics" app for participation and impact tracking, the pilot combined citizen-led carbon reduction challenges with systemic policy feedback loops.

Climate Challenges for Citizens

Nantes Métropole has developed a new application, LES DEFIS CLIMAT, to mainstream citizen challenges and accelerate behavioural change. Since the launch of the app in March 2024, Nantes Métropole has successfully engaged 52 collectives and 1,200 participants across 11 municipalities in the metropolitan area.
