Building Participatory Governance Model and Capacity for Climate Action - Liberec ECT activity

Liberec is at an early stage in its climate transition and is taking a significant step forward by building an institutional foundation for participatory climate governance. The city faces multiple challenges, including low internal capacity, limited stakeholder engagement, and weak public awareness around climate issues. To address these, the project establishes a systemic participatory governance model supported by trained coordinators and embedded municipal processes. Through targeted education, collaboration with businesses, and inclusive engagement with citizens—especially youth and vulnerable groups— Liberec aims to co-create a shared vision of climate neutrality, improve decision-making, and catalyze lasting change within and beyond the municipality. The Initiation of Sustainable Energy Community for the City of Liberec - pilot activity

Liberec launched a citywide energy community to drive renewable adoption, transport electrification, and public engagement. The pilot built foundations for distributed energy planning, stakeholder mapping, and behavioural change—linking building-scale retrofits with e-mobility and citizen participation to address local fragmentation and create a more resilient energy future.

Establishing a Sustainable Energy Community in Liberec

Liberec is developing a practical model for community energy to support its transition toward climate neutrality. Through support from the City Expert Support Facility (CESF) under NetZeroCities, the project was delivered by EGÚ Brno, a.s., which provided technical, legal, organisational, and economic expertise to help establish the foundations for sharing locally generated renewable electricity across municipal buildings, public organisations, and future community participants. This project was supported by funding from the EU Cities Mission, provided through the City Expert Support Facility (CESF) of NetZeroCities
