Ioannina, a vibrant university town by a shimmering lake surrounded by mountains, may not fit the Greek postcard stereotype, and that’s exactly what makes it the perfect place to reimagine the future of their climate neutrality. 

 

Through their participation in the Pilot Cities Programme, Ioannina is turning ambition into action through a pioneering experiment: the creation of three Climate Neutral Zones where new ideas are tested in real–time.

Ioannina and Kozani are advancing their climate neutrality goals by adopting a data-driven, integrated approach to urban governance. The Metronome project responds to fragmented emissions data, siloed sectoral planning, and limited citizen engagement by developing a unified digital platform and targeted capacity-building. It equips municipalities to coordinate climate strategies across departments and communities, transforming emissions monitoring into a foundation for participatory, evidence-based decision-making and systemic innovation. Creating and Monitoring of Climate Neutral Zones in Ioannina City District as Pilot Activities

Ioannina is establishing Greece's first Climate Neutral Zone (CNZ) — a defined urban area where low- and zero-emission mobility measures, nature-based solutions, and participatory governance converge to demonstrate replicable climate neutrality. Starting from approximately four city blocks in the historic centre, CRISP builds the spatial, legal, technical, and social foundations needed to scale CNZ principles citywide and offer a model for other Greek and European cities. The project combines rigorous urban and legal analysis with deep community co-design, treating citizen ownership as essential — not optional — to lasting change.

Local groups collaborate for climate neutral zones

The city’s emissions for 2019 stood at the equivalent of 352 ktCO2, a number that Ioannina has committed to reducing by 80% by 2030. Reaching these ambitious targets will require targeted initiatives informed by technical expertise. To make this possible, the Municipality of Ioannina has partnered with the Technical Chamber of Greece to create local groups consisting of engineers, municipal staff and citizens to work on the creation of climate neutral zones in the complex urban environment. This collaboration stems from the Memorandum of Cooperation that was signed by the Municipality of Ioannina and the Technical Chamber in June 2023. This agreement led to the funding of the project under the Call for Pilot Cities, Cohort 2 (2023) NetZeroCities.

Best Practices session (#4): Learnings from the CCC process as governance innovation tool

This session includes the presentation of 3-4 cities that obtained the mission label after submitting their CCC in Window 2. During the session, cities share part of their process elaborating the CCC and how they used it to accelerate their city's transition.
