Helsinki advances this ambition through strong data-driven policies, large-scale pilots, and close collaboration with residents and local businesses. Its approach emphasises systemic transformation, from clean energy and circular economy solutions to sustainable mobility and green urban planning. As part of the NetZeroCities Mission, Helsinki contributes practical insights from years of climate experimentation. The city also benefits from shared learning and cross-European cooperation to accelerate progress toward a healthier, resilient, and inclusive urban future.

Meta-Analysis Driven Logistics Emission Solutions through Stakeholder Collaboration - Helsinki ECT activity

ViewHelsinki is responding to the rising share of logistics-related emissions by forging stronger ties with industry stakeholders. MADLESS consolidates research, best practices, and practical pilots through meta-analysis to identify the most impactful emission-reduction measures. The project focuses on enabling actions—from infrastructure for freight electrification to land-use coordination—and promoting shared responsibility between the city and private actors. It fills the gap in data-informed, cooperative logistics decarbonisation. Systemic Heat Shift - Helsinki pilot activity

Systemic Heat Shift connects city-owned buildings to intelligent heating control operated by the city's energy company — reducing energy consumption and CO₂ emissions by avoiding overheating and using connected buildings as a "virtual heat battery" that provides flexibility to the district heating system. Year 1: A secure IT connection was established between the energy company's control system and the city's internal network, and the first pilot building was integrated. But developing an optimisation algorithm for educational buildings proved more challenging than anticipated. Sports arenas were removed from scope entirely. Personnel changes further slowed progress.

Espoo and Helsinki: Climate Action in Energy, Transport and Construction

Espoo and Helsinki are leading Finnish cities driving climate neutrality. committed to ambitious climate neutrality targets and inclusive urban development. Espoo, which aims to be climate-neutral by 2030, has reduced its emissions by 33% since 1990 (64% per capita), while the city’s population has almost doubled. At the same time, Helsinki aims to cut emissions 85% by 2030 and reach net zero by 2040, having already reduced emissions 56% overall (67% per capita) since 1990, while the city has grown rapidly. This document was prepared in advance of the Group Study Visit to outline the practices to be shared.

The Carbon-neutral Helsinki 2035 Action Plan

Author: City of Helsinki Category: City Net Zero Policy Published/Created by: City of Helsinki In September 2017, Helsinki reset the city’s target year for carbon neutrality to 2035, speeding up the goal by 15 years from the earlier target year 2050. An interim goal is to cut greenhouse gas emissions by 60% from 1990 to 2030. The Action Plan outlines how the emissions reductions may be achieved in practice and includes suggestions for emissions reduction actions compiled from nine workshops. The suggestions were edited into their final forms by the steering group and City experts. A total of 147 actions were recorded in the Plan. The Plan includes a description of the current state, the objectives and the key emissions reduction actions for each sector. The sectors are the following:  traffic construction and use of buildings consumption, procurements, sharing economy and circular economy Smart & Clean growth Helen Ltd’s development programme carbon sinks and compensation for emissions communications and engagement coordination, monitoring and assessment of climate work
