Bordeaux Métropole includes 28 municipalities over an area of 578.3 km², with a population of 814,049 (INSEE, 2019). The administration is involved in a wide range of areas, including mobility, economic development, metropolitan spatial planning, environmental policies.

 

Committed to the ecological and energy transition since 2009 with its first Climate action plan, Bordeaux Métropole has made climate emergency one of its top priorities. Between 2010 and 2019, local greenhouse gas emissions (scope 1 and 2) fell by 11% (source: ALEC). The current metropolitan team wishes to reinforce and accelerate the low-carbon transition and resilience in the face of climate change.

 

In September 2022, Bordeaux Métropole adopted a new Territorial Climate Air Energy Plan (Plan climat air energie territorial PCAET), aimed at achieving carbon neutrality by 2050. This ambitious planning document is in line with the French regulatory expectations of the National Low Carbon Strategy (Stratégie nationale bas-carbone - SNBC) and the regional plan for regional planning, sustainable development (Schéma régional d'aménagement, de développement durable et d'égalité des territoires - SRADDET). The PCAET aims to achieve carbon neutrality by offsetting 100% of its residual emissions (scope 1 and 2).

 

The Metropolis also aims to reduce the territory's carbon footprint (scope 1, 2 ,3) by 79% between 2019 and 2050, cut by 2 energy consumption and almost double the production of renewable and recovered energy. The PCAET also plans a 100% compensation of residual emissions (scope 1,2)

Acting By Collaborating Differently - Bordeaux Métropole pilot activity

Bordeaux Métropole and the University of Bordeaux are co-developing a new governance model for climate transition — shifting from top-down planning to horizontal coordination that harnesses local knowledge and cross-sector collaboration. The initiative centres on "Les Rencontres des Transitions" (Transition Encounters), an annual event bringing together public authorities, researchers, associations, and businesses to co-create projects rolled out across the metropolitan area. ABCD uses iterative learning to identify and support grassroots transition projects, building a durable, citizen-powered structure for collective climate action. In Year 1, the first joint edition of Rencontres des Transitions (October 2024) brought together 90 participants and generated six projects across carbon neutrality, ecocitizen mobilisation, and water pollution — now being implemented. A "Science Shop" (Boutique des Sciences) is also being developed to bridge scientific and citizen knowledge through association networks.

Cities Best Practice Session #2 – Urban Mobility and Transport Innovative Solutions

The Cities Best Practice Series is aimed at learning from the best practices across Mission Cities! These monthly online sessions provide a platform to learn from the best on-the-ground experiences, fostering a discussion about key challenges, leaving space for questions, reflections and comparisons. The second session is dedicated to "Urban Mobility and Transport Innovative Solutions”. It highlights 4-5 Mission Cities who have developed innovative and impactful approaches to transport and urban mobility.

Bordeaux - Tackling Congestion

Bordeaux's Réseau Vélo Express or 'ReVE,' is the express bike network. Extended by 60% from the existing cycle network, it involves an additional 250km of bike paths with 14 dedicated routes planned. The ReVE aims to encourage shifts from private cars to cycling.
