The City of Bergamo, which was Italian Capital of Culture 2023 with its neighbour Brescia, is a continuously evolving city in terms of culture, society, the development of research and scientific technologies and, last but by no means not least, the ever-increasing attention it pays to the environmental and energy sustainability of its territory.

 

The Italian Government was quick to back the bid to be designated Italian Capital of Culture (approved on 16 July 2020) by these two cities, both symbols of resilience to the terrible impact of the coronavirus pandemic in Italy. The dossier submitted in their bid to become Italian Capital of Culture focuses on the theme of “the illuminated city”: this expression has various meanings, such as tolerance, creativity and the development of research and technologies, as well as the concept of a “lighthouse city”, namely a point of reference and leadership.

 

The City of Bergamo’s bid to join the European Mission “100 intelligent cities with zero climate impact by 2030” is also based on this concept of the “lighthouse city”. The municipal administration recognises the absolute importance of climate change and is intensifying its commitment to integrating aspects of climate change mitigation and adaptation into its municipal policies, strategies and plans. Its objective is not just to meet the required Italian milestones, but also match those of its European partners

Sustainable Districts in Climate Change Scenario - Italian cities ECT activity

NZD reimagines how productive districts manage energy and water under the pressures of climate change. These districts—often overlooked in urban sustainability planning—are reframed as strategic sites for climate action. The project pilots integrated approaches to energy efficiency, renewable energy deployment, and water reuse, tailored to the unique needs of industrial and service districts. By introducing ISO-aligned energy management systems and co-designed interventions, NZD addresses fragmented resource governance and builds resilience to extreme climate events. The initiative aims to create a replicable framework for district-level sustainability and systemic innovation. Let'sGOv GOverning the Transition through Pilot Actions in Italian cities

Nine Italian cities united to tackle what they identified as the central bottleneck in urban decarbonisation: fragmented governance. Rather than running nine separate pilots, Let'sGOv created a shared framework for testing new collaboration models, stakeholder engagement approaches, and financial innovations across the 9 Italian Mission cities, supported by three scientific partners. The results included a toolkit of tested solutions to overcome local barriers and an improved capacity to engage as a network of cities in multilevel dialogue with national stakeholders.   Featured cities: Bergamo, Bologna, Rome, Turin, Florence, Milan, Padua,

City-driven Monitoring, Evaluation and Learning (MEL)

This report examines how city-driven monitoring, evaluation and learning (MEL) is being developed and used as a governance mechanism in six Mission-labelled cities: Stockholm, Zaragoza, Cork, Münster, Bergamo and Turin. The cases show that MEL is no longer functioning only as a technical reporting requirement or an accountability tool for external institutions. Instead, it is increasingly being used by cities to steer climate-neutrality transitions, connect emissions trajectories to implementation portfolios, inform investment and budgeting decisions, and support learning across municipal departments, stakeholders and partners. Together, the six cases show that city-driven MEL is emerging as an essential component of mission-oriented urban climate governance. Its value lies not only in measuring progress towards climate neutrality, but in helping cities organise learning, coordinate actors, prioritise actions, mobilise investment and adapt implementation pathways. For the wider Cities Mission, this points to the need for continued support to strengthen MEL capacities, improve access to high-quality and disaggregated data, develop proportionate methods for co-benefit and distributional indicators, and align local MEL systems with national and European governance frameworks. As cities move further into implementation, MEL will be increasingly important for understanding not only whether progress is being made, but how climate-neutrality transitions can be governed, adjusted and accelerated in practice.

Multi-city One-Stop-Shop for energy renovation in Italian Mission Cities

The Italian Mission Cities – Padova, Bologna, Bergamo, Florence, Milan, Parma, Prato, Rome, and Turin – face a shared challenge: accelerating building energy renovation while engaging citizens and stakeholders in the transition to climate neutrality by 2030. To address this, RENAEL and four local energy agencies conducted a feasibility study for a Multi-City One-Stop-Shop (OSS) that would support cities in delivering integrated services for energy renovation. This project was supported by funding from the EU Cities Mission, provided through the City Expert Support Facility (CESF) of NetZeroCities.

By allocating costs, benefits, and co-benefits to specific carbon sub-sectors and relevant stakeholder groups, the tool allows cities to maximise returns—both in carbon reductions and financial savings—for each investment they make. NetZeroPlanner also provides annual performance management reporting, allowing cities to assess progress, evaluate CAP effectiveness, and make necessary adjustments to stay on track toward their climate targets. Who can use NetZeroPlanner? NetZeroPlanner supports cities at various stages of climate planning: Mission Cities refining or iterating on existing CAPs can leverage NetZeroPlanner’s in-depth analysis and scenario modeling to adjust plans and pursue decarbonisation targets. Cities just getting started with climate planning can rely on NetZeroPlanner’s structured approach to develop a CAP from scratch, using data-driven insights and comparable values from similar cities to shape effective, achievable plans. Cities with existing CAPs can use NetZeroPlanner as a reliable resource to update, validate, and cross-check their plans with a robust, alternative methodology. Whether updating or building a new plan, NetZeroPlanner’s reporting features also allow cities to track progress, identify areas for improvement, and ensure they remain aligned with their decarbonisation goals. Bergamo - Governance esterna: Come coinvolgere gli stakeholder ed i cittadini della città nella transizione climatica? (Evento NZC-ANCI 25-02-2026 Roma)

Contributo del Comune di Bergamo all'evento "Città e Comuni per la Transizione Energetica e Climatica", organizzato nell'ambito di NetZeroCities presso la sede di ANCI a Roma il 25 febbraio 2026. L'evento ha riunito le 9 città italiane della Missione UE "100 città intelligenti e a impatto climatico zero entro il 2030" e un più ampio numero di comuni italiani impegnati nella transizione energetica e climatica.

Opportunità e risorse di NetZeroCities per tutte le città

Grazie agli online discussion groups potrai imparare direttamente dalle Mission Cities, accedere a un supporto personalizzato 1:1 da parte di esperti, e partecipare a visite di studio presso le città europee che partecipano alla Missione. Visite di studio Le città che hanno partecipato attivamente ai gruppi di discussione online potranno candidarsi per partecipare a una Visita di Studio di Gruppo nelle Città della Missione. Potenziamento delle competenze: rafforzare le capacità delle città Online Planning Lab (da settembre 2025) L'Online Planning Lab è un corso online gratuito, strutturato come laboratorio progettuale, per supportare i comuni nello sviluppo di un piano d’azione al livello locale.
