To meet its climate neutrality target by 2030, The Hague is scaling up action through the Haags Klimaatakkoord (HKA)—a flexible framework designed to support climate deals initiated by local stakeholders. While over 44 climate deals are already underway, challenges remain in expanding participation, especially from underrepresented communities, and in providing adequate support for implementation. The HK-ACT project aims to remove financial, procedural, and systemic barriers that prevent broader engagement and sustained progress, ultimately transforming the HKA into an inclusive, adaptive engine of climate action across the city.
