Oslo: Governance, Procurement and Zero-Emission Solutions

Oslo, Norway’s capital and largest city, is positioning itself as a global leader in urban climate action with the goal of becoming fossil-free by 2030. Through pioneering tools like its climate budget, long-term climate strategy, and Climate City Contract, Oslo embeds emissions targets into core governance – already achieving over half of energy use in public works from zero-emission sources. This document was prepared in advance of the Group Study Visit to outline the practices to be shared.
