The Climate Action Plan outlines a path to achieve carbon neutrality by 2050, with interim targets for 2030. This plan emphasizes a holistic approach that combines both mitigation and adaptation efforts, ensuring the city not only reduces its carbon footprint but also enhances its resilience to climate impacts. Through the Climate City Contract development exercise, Zagreb has recognized the full scope of efforts needed to reach climate neutrality and to integrate the resilience into the processes, highlighting the complexity of execution and the need for a coordinated, cross-sectoral approach. Taking a disruptive path, Zagreb has moved away from traditional businessas-usual models, with a bold strategy that embeds climate considerations into the core of all city operations
