Wroclaw has for years been pursuing an ambitious vision of transforming the city into a carbon-free zone, where residents have access to secure, clean, sustainable and affordable energy.

 

Wroclaw strives to become a conscious, resilient, responsible and future-ready city that protects and develops its natural capital and provides security and sustainable socio-economic development for its residents. To this end, the city is active in international forums and is an active member of European initiatives aimed at changing the energy and climate policies of cities, including the Covenant of Mayors on Climate and Energy or the International Council for Local Environmental Initiatives (ICLEI).

 

Wroclaw is also a signatory to the open letter of the Mayors of 58 cities in the Eurocities network addressed to the President of the European Council and the President of the Council of the EU in 2020, expressing the need to increase, with EU support, the reduction of emissions in urban areas to 65% by 2030

Wrocław Energy Cluster Model for Urban Energy Transition

As in cities across Europe, achieving Wrocław’s goal of climate neutrality requires transforming how energy is produced, shared, and consumed across urban systems. The city faces high energy demand (approximately 224 GWh annually across key stakeholders) and a very low share of renewable energy (~0.8%), combined with limited capacity to develop large scale renewable energy within city boundaries. This project was supported by funding from the EU Cities Mission, provided through the City Expert Support Facility (CESF) of NetZeroCities.

Poland's Pilot Activity: NEEST – NetZero Emission and Environmentally Sustainable Territories - NetZeroCities

62% of Poland’s population lives in cities. 70% out of 5 million single-family houses in Poland do not meet energy efficiency standards. Therefore, residential and service buildings require intervention in the first place. In the cities especially in residential areas we struggle with social-economic challenges: aging of society, stratification, energy poverty, migration, as well as energy crisis. We should take measures aimed at increasing quality of life while striving for decarbonisation. Krakow, Lodz, Rzeszow, Warsaw, Wroclaw realise that without a thorough modernisation of buildings it is difficult to achieve the EU-wide climate targets. . On top of these efforts, additional financial and technical support is needed to achieve the climate neutrality solutions.
