Stavanger is an elongated city- and island municipality with large agricultural and marine areas. Approximately 2/3rds of the city`s 776km2 is beneath the sea surface. That is 262km2 land and 514km2 at sea.
Stavanger’s Mission Cities goal includes all emissions within this territory as well as allocated contribution to four emission-sources located outside the city boundary. Stavanger is Norway’s fourth largest city, counting 149 048 inhabitants in 2023, and is home to a wide range of nationally important industries. Thus, known as the energy capital, Stavanger aims to be one of the countries greenest, most climate-friendly cities by 2030. One of the challenging sectors to identify sufficient mitigating measures is within agriculture. Another focus area towards 2030 will need to be energy security, to ensure enough capacity for the green transition. There is a need to a broad collaboration to work on these issues
