By adopting its first Climate Action Plan in 2007, revised in 2012, 2018 and 2024, the City of Paris has been a pioneer in the fight against global warming. 16 years of action and hundreds of measures focused around key themes will enable the attainment of carbon neutrality: thermal renovation of buildings; renewable energy supply; shared, active and clean transport; circular economy; sustainable food; development of innovative financing tools and co-shared governance like participatory budgeting.

 

The new Climate Action Plan, adopted in 2024, develops an operational action plan for 2030 with 3 objectives to go FASTER, MORE LOCAL and FAIRER, to shape a sustainable future and achieve carbon neutrality: - Faster, by adopting disruptive measures to change the scale of municipal levers for reducing greenhouse gas emissions and to plan the exit from fossil fuels through energy sobriety and the deployment of renewable energies. A very strong priority is given to adapting the Parisian territory to climate change. - More local, by setting for the first time local priorities for the implementation of the Plan's measures and strong participation of districts’ authorities in defining them. - Fairer, by fighting against social and environmental inequalities. Paris will use all its determination to protect those who need it most.

Boosting Green workforce in Cities - French cities ECT activity

JET Cities addresses the employment risks and opportunities of the ecological transition by developing inclusive pathways to green jobs. The five cities represent 3.5 million jobs and 6% of France’s carbon footprint. Between 7–11% of jobs are considered at risk due to the transition. The project responds to this by: Anticipating economic disruptions and workforce needs Supporting vulnerable groups through professional integration Aligning local employment strategies with national ecological planning Strengthening the role of cities in climate action and workforce transformation It builds on Climate City Contracts and national strategies to territorialize ecological planning and make climate action a shared concern across departments. Objectives Diagnose local workforce needs and skill gaps in green sectors Promote green job opportunities, especially for vulnerable populations Pilot strategic workforce planning tools for public administrations Strengthen cities’ operational role in employment and integration Develop replicable models for workforce transition and climate action ECT = Enabling City Transformation

Neighbourhoods' Engagement for Accelerated carbon Reductions - Paris pilot activity

NEAR develops citizen-driven climate initiatives at neighbourhood scale – surveying residents to identify carbon footprints and lifestyle profiles, then co-creating projects that address both emissions reduction and quality of life. The methodology moves through six stages: starting with a neighbourhood diagnosis (combining carbon footprint analysis and usage profiles), followed by a citizen forum to prioritise a topic, and participatory phases to co-design solutions (exploration, inspiration and elaboration). The project is co-design with residents and local stakeholders, and district city halls. Year 1 completed the first neighbourhood survey and developed the core tools and platform. A second neighbourhood is being explored, with the aim of testing the methodology in a different socio-economic context, which will demonstrate the methodology's robustness

15-Minute City is an urban plan established by the city of Paris whose goal is to make most daily necessities accomplishable by either walking or cycling from residents' homes in a maximum of 15 minutes.

Climate bond financing adaptation actions in Paris

To emphasize this, the City of Paris erected the climate bond to finance climate and energy projects. The total size of the bond is € 300 million, with a running time until May 2031. The bond aims at private investors who consider it as a secondary advantage to invest in the sustainability of the city of Paris. The purpose of the Adaptation Strategy, one of the operational documents of the Paris Climate & Energy Action Plan, is to prepare the city for both future climate changes as well as for future scarcity of certain resources such as water, energy, food and biodiversity. This is translated into four main objectives: protect Parisians from extreme climate events; ensure the supply of water, food and energy; live with climate change: more sustainable city planning; foster new lifestyles and boost solidarity. The objective of both adaptation projects under implementation within the climate bond is to reduce the urban heat island effect and increase thermal comfort within the city. Two adaptation projects are currently included in the climate bond and respectively involve planting 20,000 trees and creating 30 hectares of new parks. The time limit for finalizing the adaptation projects was 2020.

Paris' Standing Citizens' Assembly

The permanent Paris Citizens' Assembly is the first full-scale institutionalisation of a representative public deliberation, and it's composed of 100 residents of Paris selected by civic lottery.
