The city of Lappeenranta is strongly committed to achieving carbon neutrality by 2030. The city has been a pioneer in climate action for several years. The first climate program of the city was approved as early as 2009, and the 30 % emission reduction target of this initial climate program was achieved ahead of schedule in 2015.

 

The city joined the HINKU network in 2014, and at the same time, the emission reduction target was set at 80 % reduction by 2030. The city's new climate program was approved in 2021, with the goal of achieving carbon neutrality by 2030. The City Strategy 2037, also approved in 2021, emphasizes sustainable urban development and carbon neutrality as one of its strategic objectives and CO2 emissions are one of the main indicators

Lappeenranta District Heating Demand Response Pilot

Presented during the NetZeroCities Spring School, this resource shares learnings from Lappeenranta’s BeyondEE district heating demand response pilot. It explores how low-temperature district heating, dynamic energy production, multi-source energy systems, storage, smart metering, forecasting and system optimisation can improve energy efficiency and flexibility. The presentation highlights practical lessons on procurement, monitoring, fault detection, scalability and business case development, including average energy savings of 7% and stronger returns when demand response is included.

Integrated Digital Solutions for District Heating Optimisation & Empowering End-Users - Lappeenranta pilot activity

Lappeenranta has been a clean energy pioneer for years. BeyondEE targets the next frontier: using digital twin technology and demand response systems to optimise district heating in real time, reduce peak fossil fuel use, and cut costs for building owners and residents. The pilot installs demand response controls in residential and service buildings connected to the city's district heating network, with a custom-built optimisation application that coordinates building-level flexibility with network-wide production — creating a smart, responsive heating system that replaces gas-fired backup capacity with renewables during peaks.

HALT - Lappeenranta ECT activity

Lappeenranta has made strong progress toward climate neutrality, notably by cutting emissions by over 55 % from 2007. However, residual emissions – especially from energy production, waste management, and working machinery – remain difficult and expensive to abate. HALT addresses this challenge by applying the carbon handprint methodology to identify interventions that deliver broader climate benefits beyond the city's direct operations. By integrating land-based carbon sinks, electrified mobility, and biodiversity measures, HALT offers a replicable model for other cities seeking high-impact, cost-effective climate solutions.
